Objetivos:
La Dirección General de Medio Ambiente de la Consejería de Medio Ambiente, Mar Menor, Universidades e Investigación se encuentra representada como miembro activo del proyecto de Controles medioambientales en las explotaciones intensivas ganaderas. Plan de acción 2023 ("Environmental Controls on (intensive) Farms. Action Plan 2023") y ha actuado como anfitrión de la reunión y visita a instalaciones ganaderas de la Región. La Red de la Unión Europea para la Implementación y Cumplimiento de la Ley Ambiental (IMPEL) https://www.impel.eu/es, integrada por las autoridades ambientales de los Estados miembros de la UE, los países adherentes y candidatos de la Unión Europea y los países del EEE (Espacio Económico Europeo). La asociación está registrada en Bélgica y su sede legal se encuentra en Bruselas.
Dentro del proyecto se marca el objetivo de avanzar hacia la consecución de la igualdad en la Unión Europea, respecto de la aplicación de la directiva de emisiones industriales, directiva de agua y directiva de hábitats en las instalaciones ganaderas, además de controlar, analizar y comprobar las instalaciones ganaderas in situ. En este sentido, la Comunidad adquirió el compromiso de organizar esta conferencia técnica con el equipo de expertos y líderes del grupo del área temática del área temática, “Industry & Air” de Impel, celebrada en la ciudad flamenca de Gante en Bélgica en octubre del 2022.
En el encuentro ha habido representación presencial de autoridades ambientales del ámbito europeas, nacionales y regionales. Por parte de la Comisión Europea se ha hablado de la revisión de la directiva de emisiones, de la propuesta de la Comisión y del trabajo de codecisión en curso respecto a las explotaciones ganaderas intensivas. Por parte de los representantes de Holanda, Irlanda, Bélgica, Polonia, Islandia, Inglaterra, la Xunta de Galicia y la Región de Murcia (ambos representando a España), han expuesto la situación ambiental ganadera en sus respectivos ámbitos territoriales y se han desarrollado los objetivos del grupo de trabajo “WG 10. Industrial Rearing of Poultry and Pigs (IRPP)”. Además de estos países, y de manera online en el transcurso de este proyecto, se mantienen reuniones de trabajo con autoridades ambientales de Estonia, Austria, Dinamarca, Albania, Italia y Eslovenia.
Con el afán de unir esfuerzos entre administraciones nacionales y autonómicas, también se ha contado en esta ocasión, con la presencia del Ministerio para la Transición Ecológica y el Reto Demográfico (MITERD) y Ministerio de Agricultura, Pesca y Alimentación (MAPA), que hablaron del Impacto ambiental de la ganadería intensiva en España y la aplicación ECOGAN para la monitorización de MTDs y emisiones. La Confederación Hidrográfica del Segura (CHS) y la Dirección General de Ganadería de la Comunidad también quedaron representadas, contándose con una afluencia de más de 20 expertos ambientales.
Después de la reunión de trabajo se visitó una instalación ganadera de madres gestantes en el municipio de Lorca de la empresa JISAP, ubicada en la Red Natura 2000.

Michael started his professional life in the UK as a geologist and geotechnical engineer, working for project consultancy firms. From the implementation of environmental legislation, he has made the leap to its negotiation and design, participating in the Brussels political scene and EU policy making for 20 years, firstly, representing two trade associations related to energy and the heating sector, and since 2012, in the European Commission itself (DGs of GROW, JRC and ENV).
His work has covered regulations on eco-design and energy labelling, energy policy in its broadest sense, the circular economy and, since 2020, the revision of the Industrial Emissions Directive.

Currently working on projects relating to permitting and regulating the IED IRPP Sector in England. Including approaches to assessing impacts of ammonia emissions on Habitats Directive sites, slurry treatment technologies and also gathering evidence to support the development of best available techniques for the dairy and intensive beef sectors. Previously 19 years experience of environmental regulation including permitting and regulating waste and industrial sites.
Can be deployed in Habitat Directive (HD) and environmental work in general, in Wabo, area and species protection HD, as a leader of the agricultural sector responsible for developments within the agricultural team and the translation of this to the workplace (legal amendments, new policy, current issues, etc.).
In addition to maintaining contact with municipal clients, coordinator of HD work / partial assignments for the province of Noord-Brabant and with this contact person with the client platform of the province, coordinator of a leasing assignment for the province of Noord-Brabant, Product Owner livestock for the Datalab (BOD) of the 3 environmental agencies of Brabant and leader of environmental projects such as the chain project on co-fermentation.
